He spoke in tribute to Shagari, who died Friday in Abuja and was laid to rest on Saturday in Sokoto.
In a statement signed by the Chief Press Secretary, Sam Onwuemeodo, the governor extended his heartfelt Condolences to the people and Government of Sokoto State, the family members of the dead patriot, and to President Muhammadu Buhari.
