Three other new ministers were also sworn in by the president at the Presidential Villa in Abuja. They include Stephen Oru (Delta State) as Minister of Niger Delta Affairs; Abdul Bulama (Yobe), Minister of Science and Technology; and Clement Adebayo Adeyeye (Ekiti), Minister of State for Works.
There was also a minor change which saw the Minister of State for Works, Ambassador Bashir Yuguda, posted to the Ministry of Finance as Minister of State.  
Meanwhile, in what appeared earlier as confusion, the president also announced Yuguda as Minister of National Planning.
But Information Minister Labaran Maku later clarified this while briefing State House journalists after the Federal Executive Council (FEC) meeting. He said Yuguda was redeployed as Minister of State for Finance but would “concurrently oversee the Ministry of National Planning”.
Yuguda, who hails from Zamfara State, had been overseeing the National Planning Commission since last year, following the removal of Dr Shamsudeen Usman.
While swearing in the four new ministers earlier yesterday, the president congratulated them over their new appointment.
He, however, informed them that their appointments were not enviable as they were brought in at “the injury time” of his administration.
The president noted that the new ministers would no longer sleep as they would have to learn the workings of their new responsibilities.
“In a football match, when you get to the injury time and a player is brought in, you expect goals. This government has less than a year to go and you’ve been brought in this time, so you know why you’ve been brought in. You’ve no time to sleep,” Jonathan said.
Our correspondent reports that months after the controversial removal of Stella Oduah and Bolaji Abdullahi as Ministers of Aviation and Sports, respectively, their states, Anambra and Kwara, are yet to have fill their slots.
The ministers have since reported at their respective offices.
