Also, the states’ ministries of education and the FCT Education Secretariat would be in-charge of Basic Education Certificate Examination (BECE).
These decisions were contained in a communiqué issued at the end of a one-day annual review meeting of registrars/chief executive officers of states and FCT examination bodies on standardisation and harmonisation of basic education certificate examination.
The communiqué said that the meeting resolved that states and FCT should ensure that only serving professional educationist, preferably a specialist in measurement and evaluation, get appointed as member of the examination body.
It also stated that during the pre-conduct activity, candidates should enrol for the examination with valid C.A scores, names and necessary information, adding that there should be a trial-test in order to determine difficulty level and discrimination index analysis.
According to the communiqué, printing of examination items should be properly monitored by the ministries of education/FCT Education Secretariat, to avoid examination malpractice and ensure standard and uniform marking scheme across the states and the FCT.
The communiqué said: “All schools must have C.A committee and the committee should ensure that, there is a booklet to record from JS1 – JS3 scores. States and FCT should ensure the implementation of C.A ratio of 5% for JS1, 12½% for JS2 and 12½% for JS3.”
It added that in line with the guidelines, school examination score weighting should be reflected as examination–40%, C.A–60%.
The communiqué noted that there should be re-sit examination as contained in the guidelines in English studies and mathematics only.
