Stop destroying contraband items

I have always wondered why seized goods are destroyed, if indeed it is what we are made to believe. If rice, second hand clothes, veg. oil etc. that are smuggled in are not contaminated why can’t we  have such items properly checked and distributed to orphanages so that the elderly, widows and the needy, cant the customs set up a department with that sole responsibility? I think it amounts to unnecessary wastages if indeed these goods are destroyed. I’m not sure Pres. Buhari knows the level of suffering that people are going through, it is unprecedented, state government houses cutting cost, those earning less than N5,000 can’t be paid salaries, are some people more human than others?
