Although this is not the first time the government of that country is banning Ramadan fast, this one is coming amidst heavy military presence in the Muslim-dominated area. Perhaps, China has forgotten that it is a signatory to international human right laws. What would the government of China lose if it allowed its citizens to participate in this holy exercise? I wonder if fasting would reduce the growth and development of that country.  
 The government of that country should not forget that Ramadan fasting is compulsory for all Muslims. A deliberate failure to partake in it is seen as unbelief.  
Islam is not a secret cult, so why would any government ban its legitimate activities?  There is no reason why China should continue to humiliate Muslims in that country. As much as I know, no one has ever prevailed on China to abandon its developmental or economic policies, so why this constant attack?
Interestingly, Muslims dominate over 50 countries of the world, so why would any government think it can successfully clamp down on the religion. The world is changing and people are getting more mature and enjoying freedom, justice and equity; why should the situation in China be different?
