Hence, the transaction takes place when the good/service exchanges hands from the seller/provider to the buyer and the seller/provider receives his reward for providing the good/services. When the provider of service intends to receive reward without the service, then transaction fraud has been committed.

Going by the above, activities of the Power Holding Company of Nigeria Plc in provision of its service and collection of its reward from its “unserved Clients” stands to be critically queried. Frankly speaking, one cannot comprehend the rationale behind the continuous distribution of PHCN bills to certain areas and households in this country.

A particular house was disconnected from PHCN supply for six months and PHCN never failed to deliver the monthly bill to the house even on rates higher than the previous months. In another case, the entire members of a house travelled abroad for one year but during the eighth month of their absence, PHCN officials brought a ladder to disconnect power supply to the house on the pretext that the owners of the house had not settled their bills for the past eight months. One begins to wonder: who received the service that warranted such “settlement”? The mice or spiders in the house, I suppose.

If GSM networks providers are tagged “extortionist” for billing high rates for services provided, it will not be out of place to tag PHCN a “fraudster “defrauding innocent, powerless citizens of their hard-earned incomes for services not rendered.
