Where are the VIO officials in Abuja?

Cab drivers in Abuja have become so emboldened because law enforcers have refused to do their jobs. A cab that should normally sit three passengers at the back and one in front, now sit two people in front and four at the back. Thereby, depriving their passengers of comfort. Passengers who have no choice than to comply. This arrangement is not safe at all as it endangers the lives of all persons in the vehicle.
The question now is, where are the officials assigned to make sure offenders are arrested and corrected? They seem to have turned a blind eye to this norm, which is a disaster waiting to happen.
