Abuja stands at a critical moment. Decisions about its remaining open spaces and water systems will shape not just the city’s physical form, but its livability, resilience, and identity for generations to come.
Recent agreements by the Federal Capital Territory Administration to develop parts of the Jabi Lake corridor into a recreational and tourism hub have brought renewed attention to one of Abuja’s most important urban assets. While the intention to create economic value and enhance public use is understandable, it is essential that any intervention begins with a clear understanding of what Jabi Lake truly represents.
Jabi Lake is not natural in origin. It is an engineered water body, created in the early 1980s through the construction of an earth dam as part of Abuja’s original planning framework. Its primary purpose at the time was potable water supply for a growing population. With the development of larger systems such as the Lower Usuma Dam, the lake evolved into a recreational, ecological, and social asset within the city.
That history matters.
It means Jabi Lake was never vacant land waiting for development. It was designed as infrastructure.
Over time, it has matured into a functioning urban ecosystem. It supports birdlife and aquatic systems, contributes to localized climate regulation, and provides one of the few accessible open spaces in Abuja where people can walk, exercise, gather, and find relief from the pressures of urban life.
These are not incidental qualities. They are the very outcomes such infrastructure is meant to deliver.
Globally, the value of such systems is well established. Urban water bodies and green spaces have been shown to reduce surrounding air temperatures by between one and five degrees Celsius, depending on scale and context. In rapidly warming cities, this is a critical climate adaptation function.
The World Health Organization has consistently emphasized the role of accessible green and blue spaces in improving mental wellbeing, reducing stress, and encouraging physical activity. These are spaces where families gather, children play, and communities breathe.
Cities that understand this are not dismantling such systems. They are protecting and strengthening them.
In Singapore, water bodies are integrated into national planning as blue green infrastructure, combining flood control, recreation, and biodiversity.
In London, lakes and wetlands are preserved as part of long term climate resilience strategies.
In Kigali, wetlands are protected even under strong development pressure, recognizing their environmental and economic value.
The lesson is consistent.
Once these systems are compromised, the cost of restoring them is far greater than the cost of protecting them.
In Abuja, this is not theoretical. The city is already experiencing increasing pressure from urban expansion, changing rainfall patterns, and localized flooding. Jabi Lake plays a quiet but important role within this system, functioning as part of the city’s hydrological balance while also supporting recreation and environmental quality.
Any intervention that alters shorelines, reduces buffer zones, or introduces dense structures without careful assessment risks disrupting these functions. The consequences may include compromised water quality, altered flow dynamics, increased flood vulnerability in surrounding areas, and loss of habitat for birdlife and aquatic systems.
There is also a social dimension that must not be overlooked.
Public concern around recent proposals reflects a deeper issue. The fear that spaces intended for collective use may gradually become restricted or commercialized in ways that limit accessibility. Jabi Lake is one of the few places in Abuja where residents can interact freely with a natural environment. Preserving that openness is as important as protecting its ecology.
This is not an argument against development.
It is a call for responsible and informed development.
Best practice globally is clear. Urban lakes, whether natural or engineered, are treated as essential infrastructure. Their planning and management are guided by comprehensive environmental and hydrological assessments, landscape led master planning, and multidisciplinary collaboration.
Abuja should be no exception.
Any proposal concerning Jabi Lake should begin with a clear framework that prioritizes ecological integrity, protects public access, and ensures that development enhances rather than diminishes the lake’s core functions.

Cities are not judged by how much they build, but by what they choose to preserve.
