State governments are turning to GIS in land management because it is efficient, corruption proof and modern, but Kaduna is still using the old land management system which is clumsy and slow.
Some residents who applied for land titles are complaining that they are yet to receive their land titles.
Several visits by this correspondent to the Kaduna State Ministry of Lands and Survey to ask why the lag yielded no results as the commissioner there, Abdulsalam Baba Ahmed was always absent and the Permanent Secretary, Suleiman Sambo refused to see our correspondent despite several visitor’s forms filled and delivered to him.
 However, when contacted via email, General Manager, Sivan Design DS Ltd, Shy Cheruty, the consulting firm which installed the first version of the land management system for Kaduna State in 2008 said since the installation, his company had made efforts to upgrade the system but the governments in the state have not been supportive.
 “We installed the first version of the land management in Kaduna in 2008 and since then we tried to upgrade KADLAP system many times but government is not supportive. I guess with a new governor in place, we can do that and improve service to the citizens including building public trust in land transactions in Kaduna.
“Some of the objectives of the Kaduna Land and Property System, installed for the Kaduna State government is to improve land and property files, decrease data loss, keep mutilated records and store old and irrelevant information.
“Others include to: enable easy retrieval of data, receive reports and statistics, and improve long term planning. This was achieved with a computerized information system for Land and Property Administration,” he said.
